Carbon repair

Is this just a case of sanding it down and applying some laquer or is repairing carbon more involved than that?

Is there any particular laquer you would recommend?

Quick sand with wet and dry remember to wash all the sand dust out with clean water dry panel wipe and a good 2pack clear
