Not sure on the smiley ..... But it means that if you put say 235 tyres on a 8.5j rim the tyre sits vertical on the sidewall and you get rubber protecting the rim edge, but if you then out the same 235 tyre on a 9.0j rim the tyre has to stretch an extra 1/2 inch where it sits but it still has the same 235 tread width so the tyre wall angles out to the rim, making it looked stretched.
