When I say it lets the torque ramp up quicker, I mean in term of time, not the rev range. So while you might technically make more power for a fraction of a second, the end result will be the same....

I think it may be true. At lower speeds the flap being closed should reduce the amount of hot air that is drawn. At higher speeds there's enough airflow for that not to be a problem
